Anne Winter

Anne Winter brings 25+ years of experience in the areas of Medicaid policy and regulation, managed care, pharmacy benefit management (PBM) and 340B/pharmacy programs, operational improvement, product development, new market entry strategy, situational analyses, procurement, operational readiness reviews, capabilities assessments, and delegation compliance and oversight.

With vast knowledge of the Medicaid program, Ms. Winter has both worked in and assisted clients with developing and executing on market expansion strategies, messaging and collateral development, operational improvement/readiness and differentiation, regulatory compliance, Medicaid policy analysis and strategy, and procurement strategies. Clients included states, managed care organizations, third party administrators, pharmacy benefit managers, drug manufacturers, vendors, and provider enablement organizations.

Over the past several years, she led multiple engagement to help clients expand their Medicaid presence through an end-to-end solution that focuses on planning including competitor analysis, market/client prioritization, product review and recommendations, operational and programmatic capabilities assessments to prepare clients for responding to procurements and offering differentiated products and services. Support for execution included roadmap design, providing operations teams with expertise in the field, and ongoing strategy and tactical support. Execution also included full procurement support from pre-RFP release strategy to writing, mocking, and scoring debriefs.

Ms. Winter cut her teeth in Medicaid at the Arizona Health Care Cost Containment Agency (AHCCCS) where she was progressively responsible for managed care contracting, capitation rate setting, and dual eligible policy.

Prior to joining FTI Consulting, Ms. Winter was a Principal at Health Management Associates. Before that, at CVS Health, she led regulatory compliance activities for the PBM, which included operational assessments and working closely with clients on new regulation implementation. She was Governor Napolitano’s Health Policy Advisor and also previously worked in various roles at United Healthcare and Optum.
