About Fabien
Dr. Fabien Roques is an Executive Vice President in Compass Lexecon’s Paris office and the Head of the European Energy practice. He is an economist with deep industry knowledge of the energy and utilities sectors. Dr. Roques’ expertise spans a range of competition, litigation and regulatory issues, including disputes and competition cases, regulatory and commercial due diligence.
Dr. Roques is a recognized authority on utilities’ regulation and electricity, gas and carbon market design. He has authored numerous publications on the utilities industry and related regulatory issues in both practitioner and academic journals. Over the past 15 years, Dr. Roques has worked on numerous tailored assignments for clients, including lawyers, utilities, renewables project and nuclear generation developers and operators, regulators and financial investors. His work includes the modelling of revenues and impacts on the power markets, regulations, market analysis, transactions, state aid and competition.
Previously, Dr. Roques held positions with the International Energy Agency and with the energy consultancy IHS Cambridge Energy Associates, where he led the European power, gas and renewables team. He holds a Ph.D. in Economics from the University of Cambridge and an M.Sc. in Engineering from Ecole Centrale Lyon.
Dr. Roques is also an Associate Professor of Economics at the University Paris Dauphine and at the Florence School of Regulation, where he teaches and contributes to the research of the European Electricity Market Chair on electricity markets and utilities’ regulation. Additionally, he is a Research Associate in the Cambridge University Energy Policy Research Group.
