Dr. José Alberro has 40 years of experience focusing on applied economic and financial modeling in numerous industries, particularly oil and natural gas, petrochemicals, consumer goods, industrial inputs and telecommunications. Dr. Alberro specializes in damages estimation in international arbitration, mergers and antitrust, economic impact analysis and tariff design in network industries such as water, electricity and natural gas transportation and distribution. He brings a unique, multifaceted approach to any engagement from his years as a tenured university professor, a high-level government official and the CEO of a multibillion-dollar company.
Dr. Alberro’s experience spans acting as an arbitrator and a testifying damages expert in high-stakes arbitrations involving both investor-state and commercial disputes. He has testified in English, Spanish and French in proceedings under International Centre for Settlement of Investment Disputes (“ICSID”), United Nations Commission on International Trade Law (“UNCITRAL”), Energy Charter Treaty (“ECT”) and International Chamber of Commerce (“ICC”) rules in cases related to investments in four continents in oil and gas assets, mining, electricity, construction, port operations, banks and beverages.
Dr. Alberro had a distinguished career in the Mexican government. He served as PEMEX’S chief representative during the North American Free Trade Agreement (“NAFTA”) negotiations between the United States, Mexico and Canada. The President of Mexico appointed him CEO of PEMEX Gas, a $10 billion, 13,000-employee natural gas and gas-liquids company. He served at the highest level in several Mexican government secretaries as Chief Economic Advisor to the Secretary of the Treasury; Chief of Staff of the Secretary of Commerce and Industrial Promotion; and Economic Advisor to the Secretary of Programming and the Budget.
Dr. Alberro has consulted for the International Monetary Fund, the World Bank, the United Nations Development Programme and the Economic Commission for Latin America and the Caribbean. Dr. Alberro holds a Ph.D. in Economics from the University of Chicago and was a tenured university professor for 10 years. He taught in the economics department of universities in the United States, the UK and Mexico. He has published extensively in peer-reviewed academic journals. The 1995 Economics Nobel Prize lecture cited one of his papers. He is a member of the Mexican Academy of Science.
